be forgotten that there has been a considerable falling off in trade during the last twelve months. Figures recently quoted in the Press from a report

of the Statistical Office of the Hong Kong Imports

and Exports Department indicate that for the twelve

months period ended 31.3.33, imports of merchandise

fell from $721,552,771 to $586,130,811, and exports from $528,898,717 to $450,214,956 compared with the

corresponding 1931-32 period. It appears to me

that this falling off is likely to be reflected in

On the assumption that the 1933 budget

will balance, the present proposal amounts to the spending of $631,658 out of last year's surplus of

$1,034,259. I think that the Governor has established

a case for such expenditure.

As regards details:-

Head 32. Items 21. 22. and a new Item. Now that

the Hong Kong Government has been authorised to carry on its own wireless services (see (76) on 92640/32),

I do not think we need question the details of equip-

ment required. General policy as to new wireless services is being and will be considered on 13808/33.

Head 33. No observations.

Head 34. There are several new Items which involve

considerable future commitments.
